JUDICIAL DELAYS IN PAKISTAN: HISTORICAL ROOTS, CONTEMPORARY CHALLENGES, AND REFORM PATHWAYS

Abstract
Judicial delays in Pakistan have reached chronic proportions, undermining the rule of law and public trust. This study presents a data-driven analysis of the causes and consequences of such delays, reviews major reform efforts since 1956, and evaluates the various causes of delays in justice as well as effectiveness of recent initiatives, including the National Judicial Policy and ADR pilot projects. Drawing on empirical data, case studies, and comparative insights, the study offers more actionable recommendations for sustainable reform, emphasizing institutional strengthening, technological innovation, and the integration of alternative dispute resolution.
